Construction: without technical and practical training issues will remain

On the occasion of the demonstration organised by Moviment Graffitti against the domination of developers, AD Chairperson Carmel Cacopardo commented:

“The repeated incidents in the construction industry in the space of a few months are a reflection of a system that has failed to understand how it must change and professionalise.”

“The improvement of laws and regulations is always important and necessary. Improving regulations is always helpful. But in the end everything depends on how these laws and regulations are applied and enforced. It is clear that there are not enough people trained in the diverse technical areas of the construction industry. Not only are those who do the actual work not trained, but also those who are supposed to enforce and supervise construction work.”

“Excavation and demolition is one of the areas in which lack of training and expertise is glaringly obvious. The ability to operate machinery should be accompanied with practical and technical education such that those working in this area understand better the impact of their work and the serious consequences of shoddy and careless work.”

“While changes in laws and regulations create a better framework to ensure that the construction industry is strictly regulated, problems in this industry will continue unless the powers that be understand once and for all that all those working in the construction industry must be trained properly.”

Il-problemi jibdew jonqsu meta nifhmu l-ħtieġa li nħarrġu iktar lil kull min imiss mal-industrija tal-kostruzzjoni

Fl-okkażżjoni tad-demostrazzjoni organizzata mill-Moviment Graffitti ‘Protesta kontra l-ħakma tal-iżvilupaturi’, ċ-Chairperson ta’ Alternattiva Demokratika Carmel Cacopardo ikkummenta:

“L-inċidenti repetuti fl-industrija tal-kostruzzjoni f’temp ta’ ftit xhur huma rifless ta’ sistema li għad ma rnexxilhiex tifhem dak li trid tibdel u tirranġa.”
“Il-liġijiet u r-regolamenti dejjem hemm lok biex jitjiebu. It-titjib fir-regolamentazzjoni hu dejjem ta’ għajnuna. Imma fl-aħħar kollox jiddependi minn min japplika dawn il-liġijiet u r-regolamenti. Ma hemmx biżżejjed nies imħarrġa fid-diversi oqsma tal-industrija tal-bini. Mhux biss min-naħa ta’ min jagħmel ix-xogħol imma ukoll min-naħa ta’ min għandu obbligu li jissorvelja.”

“Il-qasam tat-twaqqiegħ u l-iskavar hu wieħed li l-iktar fih dan in-nuqqas. Għax il-kapaċità li tħaddem il-makkinarju għandu jkun imżewweġ ma tagħlim prattiku u tekniku biex min jaħdem f’dan il-qasam jifhem aħjar l-impatti tal-ħidma tiegħu.”

“It-tibdil fil-liġijiet u r-regolamenti joħolqu qafas aħjar biex ikun assigurat li l-industrija tal-kostruzzjoni tista’ taħdem aħjar. Imma l-problemi jibdew jonqsu meta nifhmu l-ħtieġa li nħarrġu iktar lil kull min imiss mal-industrija tal-kostruzzjoni.”
