AD is inviting civil society to participate in a peace activity
 
Alternattiva Demokratika-The Green Party will be organising an activity in favour of world peace and against military intervention against Iraq.  Civil society, NGOs and the general public will be invited to participate. This activity will take place in the very near future.
 
AD's International Secretary, Ralph Cassar said:
 
"We are calling on the Maltese and Gozitan people to make their voice heard. Malta should be a voice for peace and the rule of law in the world. Unilateral action by any big power is a threat to world peace".
 
Ralph Cassar added:
 
"We are calling on the Maltese government and the opposition to make it clear that Malta is opposed to war in Iraq because the victims of the war will be Iraqi civilians. The war could also deal a fatal blow to any prospect of peace in the Middle East and could fuel terrorism and fundamentalism. It is ironic that instead of creating bridges between the Palestinians and the Israelis, the US government is bent on destabilising the entire Middle East region, through a war which is also opposed by moderate Arab governments".
 
The Green Party's spokesperson also expressed AD's support for a United Nations resolution calling for the return of United Nations inspectors in Iraq
 
"This aim should be achieved through negotiation and not through war. It does not make sense to embark on a war of mass destruction in order to save the world from weapons of mass destruction".

AD supports St Paul's Bay residents

 
Alternattiva Demokratika-The Green Party supports St Paul's Bay residents who are objecting to the proposed sailing club house which is to be built four meters above street level in the area known as Tax-Xama.  On the other hand AD urges the authorities to find an acceptable site for this  development. Such a site should not have a negative impact on local communities or the environment.
 
This project will effect foreshore accessibility. The Green Party's spokesperson for the environment Mark Causon added:
 
"This is the only sandy beach in locality and no development should be allowed on this site.  We have already lost too much of our coastline to development".
 
Mark Causon added:
 
"The site earmarked for this development is public land. Public land belongs to all the Maltese and Gozitan citizens. The authorities should consult local communities and civil society before giving public land away".

"MALTA WILL BE A NET RECEIVER" AD

 
Prof. Arnold Cassola, Secretary General of the European Greens and Alternattiva Demokratika Spokesperson on EU Affairs, has had contacts with EU officials following reports in European Newspapers on the net financial gains and losses to various applicant countries on accession to the EU.

EU officials have confirmed to Prof. Cassola what had already been stated before by Enlargement Commissioner Gunther Verheugen and Budget Commissioner Michaele Schreyer, that the EU Commission would be proposing to the EU Council that compensation would have to be given to those six countries, including Malta, that would otherwise have a deficit balance on entry into the EU.

 The newspaper reports claimed that only Latvia, Estonia, Lithuania and Poland would be net beneficiaries after EU enlargement for the years 2004, 2005, 2006, whilst the other countries, including Malta, would be net contributors.The Swiss newspaper "Neue Zurcher Zeitung" reported that Malta would be a net contributor by 25 million euros in 2004; 24 million in 2005 and 18 million in 2006 under the arrangements at present. Prof. Cassola was informed that the EU Commission proposes to compensate the six countries, including Malta for the year 2004 by dedicating the sum of 800 Million Euros which is more than enough to make up for the expected deficit. The EU officials stressed that enlargement is a very important project for the EU and there is serious commitment by the EU Commission to ensure that membership remains a net gain for the new member states.

Prof. Cassola pointed out that EU compensation to new member countries, is of advantage to all EU members by hastening the improvement of environmental, social and democratic standards of the new members.He said that Alternattiva Demokratika has consistently advocated EU membership for Malta under such conditions and never membership at all costs.

AD TO PARTICIPATE IN ANTHONY MIFSUD SOLIDARITY ACTIVITY
 
A delegation of Alternattiva Demokratika-The Green Party shall participate in the public activity organised by Xarabank in solidarity  with Anthony Mifsud. The activity shall be held on Saturday 14th September at City Gate, Valletta, and shall commence at 9.30am. 
 
Green Party spokesperson for Civil Rights and Home Affairs Jurgen Balzan said
 
"AD shall be reaffirming its solidarity with Anthony Mifsud.  Anthony  Mifsud, a former prison warden who was wrongly imprisoned for three years  in connection with the escape from prison of the late Louis Bartolo and who was severly beaten while in police custody  is still awaiting justice  and compensation for the long term damages from which he has suffered."
 
 
Medical certificates show that Mr Mifsud suffered severe trauma, gross  physical and psychological torture leading to permanent psychiatric  impairment", added the spokesperson of AD - The Green Party.
 
"The Green Party is shoked that  Attorney General Anthony Borg Barthet  has ruled out any possibility of reaching an out-of court settlement with   frame-up victim Anthony Mifsud. Anthony Mifsud is also owed back pay. AD believes that all compensation should be paid by the people who inflicted the damage and not by taxpayers."
 
Jurgen Balzan concluded

AD against military intervention in Iraq

Alternattiva Demokratika-The Green Party is opposed to any military attack against Iraq.  The Green Party is also inviting the Maltese government, the Labour opposition and Maltese civil society to join The Green Party in presenting a common national stand against military intervention and in favour of the return of UN inspectors in Iraq.

The Green Party's international secretary Ralph Cassar said:

"This is a major test for Malta's neutrality and our commitment for world peace.  We should not remain silent when world peace, security and the rule of law in the world are endangered by the unilateral actions of a superpower”.

AD is concerned about the impact of  war on Iraqi civilians. Ralph Cassar added:

"Iraqi civilians do not possess any weapons of mass destruction and they should not pay the price for their government's crimes.  Iraqi civilians have already suffered enough due to the economic sanctions imposed on Iraq".

A military attack on Iraq could result in tragic consequences in the Middle East. The Green Party's international secretary warned that:

"All hopes of peace in the Middle East could be dashed by the present warmongering and an eventual war.  War against Iraq could result in a greater chasm between the Arab world and the west.  US military intervention could  also weaken moderate Arab governments and strengthen fundamentalist and terrorist groups".  

AD also supports a UN resolution in favour of the return of UN inspectors in Iraq to prevent Iraq from developing weapons of mass destruction. This aim should be achieved through negotiation and not through war. Ralph Cassar also observed that Iraq is not the only country which posses these weapons.

Ralph Cassar added:

"AD like other Green Parties strives for a worldwide ban on all nuclear and chemical weapons".

AD REAFFIRMS ITS SUPPORT TO QALA RESIDENTS
 
During the public consultation meeting held in Qala, Dr Harry Vassallo, Chairperson of Alternattiva Demokratika has reaffirmed his party's support to the people of Qala who oppose the loss of their beach at Hondoq ir-Rummien and the adjacent public foreshore. "The people of Qala have belied all previous reports and shown themselves to be united in opposing a project which will permanently rob them of public amenities they value highly, expose them to years of inconvenience throughout the years of construction and bring about loss of quality of life."

Dr Vassallo and other AD officials who particpated in the public consutlation meeting held in Qala school praised the people of Qala for their eloquent defence of their quality of life.
 
Dr Vassallo added,
 
 "The developers' presentation is a sales brochure which does not mention the weighty concerns of the people of Qala. Besides, the many guarantees made by the developer's architect mirror the gurantees given by him in previous projects. Ask the people of Paceville what it was and still is like to suffer the construction of the Portomaso project. Ask them about the guranatees given about keeping the seas clean, about access to the foreshore. Ask the people of Cottonnera how they have been treated and what reliance they put on the architect's guarantees."
 
"It is high time that due consideration is given to the quality of life of the population and the experience of people from other localities under similar threats should be brought to bear in their support," added the Chairperson of AD - The Green Party.

Dr Vassallo said that in his experience he had never witnessed such an articulate and compact opposition to any project and advised the developer to save himself trouble and expense in the futile pursuit of the project.
 
"The project depends on the transfer of the foreshore which belongs to the people of Malta and Gozo to the developer. The Qala people can offer to buy it themselves just as Sliema residents had pledged to buy their own beach if the government attempted to sell it off."

"It can no longer be tolerated that people are rendered strangers in their own home, forced to pay for amenities thay have enjoyed as of right from time immemorial and deprived of invaluable assets such as clean seas and a village beach." Dr Vassallo said.
 
He concluded that Alternattiva Demokratika will keep giving the people of Qala full support in their efforts to maintain their quality of life.
 
In the meantime, Alternattiva Demokratika would be submitting its comments on the proposed development in writing to the MEPA.

"TUNA-FARM LOBBY HAS ITS WAY; SUSTAINABLE DEVELOPMENT SHELVED" AD
 
Alternattiva Demokratika - The Green Party expressed its dismay at the MEPA approval of yet another tuna farm, which will be developed off Benghajsa Reef. AD said that is is "yet another example of how all rhetoric in favour of sustainable development keeps being shelved in favour of unsustainable development."
 
Green Party Chairperson Dr Harry Vassallo said
 
"Alternattiva Demokratika joins fishermens' co-operatives, environmental organisations,  experts and civil society in their disappointment at the way in which the MEPA Board changed a previous decision and is now approving the development of yet another tuna farm. It is simply unacceptable that MEPA keeps disregarding warnings by international institutions such as WWF regarding the unsustainability of tuna farms in the Mediterrenean, one fourth of which are found around Malta. WWF has warned that natural blue fin tuna risks extinction due to tuna farms. Recent figures issued by the National Statistics Office confirm that the catchment of such fish has decreased. Moving tuna farms from one  area to another will not decrease this threat in any way."
 
"The approval of another tuna farm is yet another example of how all rhetoric in favour of sustainable development keeps being shelved in favour of unsustainable development. Tuna farms are harmful to the environment and to tourism alike and there seems to be no way to stop the  tuna-farm lobby unless clear political action is taken.  And the only political party that has a clear and consistent position against this form of unsustainable development is Alternattiva Demokratika," concluded  Dr Harry Vassallo.

AD calls government's reaction to Ombudsman's declarations: arrogant and undemoctratic.
 
Alternattiva Demokratika-The Green Party decribed the government's reaction to the ombudsman's declerations in the press as "arrogant  and undemocratic".
 
The Green Party Chairperson Dr. Harry Vassallo called on the government to address the abuses mentioned by the ombudsman. Dr. Vassallo said: 
 
"Rather than launching a viscious attack one of the few institutions which enjoys the trust of civil society, the goverenment should act to address the problems raised by the Ombudsman"
 
Dr. Vassallo defended the right of the ombudsman to criticise the whole political system and not just its symptoms.
 
"This institution enjoys a high level of trust, because it was never enslaved to the sick logic of partisan politics.  The ombudsman's declarations are perfectly legitimate because they fall within the ombudsman's role as a watchdog of the government.  The ombudsman should not only address individual cases but has the duty to  address structural problems, which result in many individual problems.  It is healthy for a country's democracy when public authorities and institutions level constructive criticism on the running of the country".
 
Dr. Vassallo also expressed AD's appreciation of the work carried out by the Ombudsman.
 
"This institution gained the respect of civil society  because it defended  the rights of the ordinary  Maltese and Gozitan people. During the past years the Ombudsman has defended the rights of refugees, the rights of residents in psychiatric institutions and the rights of a large number of individual Maltese citizens.  In 1997, the ombudsman also investigated the Hilton project on his own individual initiative and concluded that  this was a case of bad administration without due attention to the national interest. At that time the Labour government refused to launch an investigation on this project".
 
AD Chairperson Dr. Harry Vassallo also reiterated AD's call for a the appointment of a commission nominated by Malta's three political parties with the aim of reforming Maltese institutions in order to bring about more transparency and accountability .
 
"The declarations made by the Ombudsman makes our call for the appointment of the tripartite commission more urgent.  These declarations merit a strong political response. This Commission should propose the necessary safeguards against abuse of power in the country".
 
AD welcomed the ombudsman's critiicism of the lack of accountability in authorities  and foundations funded by the government, lack of meritocracy in parastatal companies like Airmalta and the AFM. Dr. Vassallo also welcomed the ombudsman's criticism of the way decisions are taken in the Malta Environment and Planning Authority.
 
The Green Party's Chairperson insisted that AD will make the real difference in the next election.
 
The Nationalist and Labour Parties lack the political will to act on the Ombudsman's comments. AD will be a breath of fresh air in parliament to ensure that the ombudsman's words are translated in to political action".

Alternattiva Demokratika is calling on the government to enforce the Parliamentary resolution, passed in 1988, through which Malta was declared a Nuclear Free Zone.  In the light of this resolution, the Maltese government should ask the British government to ensure that there are no nuclear weapons on HMS Ark Royal and HMS Southampton, which will be visiting Malta on September 26 th. Dr Harry Vassallo added:
 
"These warships should not enter Maltese waters unless a declaration is made confirming their nuclear free status. Unlike the warships' own home ports, no Maltese harbour is certified to accept nuclear capable vessels. Our country should not be exposed to risks which could be catastrophic.  The safety of the Maltese and Gozitan people should be the first priority of the government.  The presence of a nuclear capable submarine last December was a grave irresponsibility which should not be repeated".
 
Alternattiva Demokratika also notes that the presence of military ships with increasing frequency in our ports is worrying.
 
"Malta has a unique and invaluable contribution to make to peace and security in the Mediterranean region by preserving its status as a neutral venue for peace talks and for the location of permanent institutions favouring peace and security in the region. The current trend increasing foreign naval presence in Malta is a serious challenge to this avowed national policy. AD's commitment to peace and non-violence constrains us to point out the possible collapse of this pillar of the country's foreign policy should major naval assets proceed from Malta to the military adventure in Iraq currently being proposed by the United States."
 
Dr. Harry Vassallo noted that this naval visit would take place on the occasion of the 60th anniversary of the Operation Pedestal Convoy.
 
"All those who value democracy are bound to honour the enormous sacrifices of the Royal Navy and of the Merchant Navy in the Malta convoys.  Their courage bolstered the democratic resistance to the Nazi and Fascist assault on Malta.  AD expects that the British and Maltese governments will make it clear that this day will not be marred by concern over the presence of nuclear weapons in our ports".

AD on Start of the Hunting Season
 
On the occasion of the start of the hunting season Alternattiva Demokratika-The Green Party is demanding concrete action against widespread illegal hunting AD is also calling for the strengthening of law enforcement mechanisms to stop the massacre of protected birds.
 
The Green Party's spokesperson for the environment Mark Causon said:
 
"AD fully supports calls by NGOs like Birdlife who are demanding the strengthening of the Administrative Law Enforcement. The ALE should be given more resources to ensure greater effectivity against illegal hunting. The massacre of red herons at the very start of the hunting season shows that much more has to be done to control illegal hunting".
 
AD is also demanding the immediate demolition of all illegal structures built by hunters and trappers in our countryside.  Mark Causon added:
 
"Hunters and trappers should not allowed to occupy the countryside. The recent destruction of garigue in il-Qortin tal-Magun in Gozo is a case in point. Hunting should be banned in more areas so that people would be allowed to enjoy a breath of fresh air in the countryside in peace".
 
Mark Causon also spoke about the harm caused by hunting to our fragile tourist industry.
 
"Rampant hunting is making Malta an unpopular destinition with environmentaly conscious tourists". 
 
The Green Party's Chairperson Dr. Harry Vassallo noted that the both traditional parties represent the interests of hunters and ignore the interests of the rest of the population.
 
"According to a survey conducted by MEPA. 60% of the Maltese and Gozitan people want more restrictions on hunting.  Unfortunately the government is spineless when facing trigger happy hunters who hold the entire country to ransom with their vote.  The government is so spineless that it lacks the political will to implement the Berne Convention and the European Union Birds Directive. The opportunistic Labour opposition in its new environmental policy document is also promising to appease hunters when in government".
 
Dr Harry Vassallo added that:
 
"AD is  the only party calling for the abolition of hunting and trapping in Spring. The proposed compromise with the European Union is a big disappointment for all environmentalists and animal rights activists. It is increasingly clear that only a vote for AD can put an end to the arrogance of the hunting lobby. Only AD can make the real differance in this sector".

AD REACTS TO EARTH SUMMIT DECLARATION
 
Alternattiva Demokratika - The Green Party referred to the Earth Summit that was held in Johannesburg as "a a summit that will bring about progress in certain areas but which disappointingly lacks teeth to tackle much of the world's major problems." AD also appealed to the Maltese Government to join the group of 30 countries that have pledged to go further than the summit declaration and increase the share of renewable energy as part of the global energy supply.
 
Green Party Chairperson Dr Harry Vassallo said
 
"Together with the European Greens, AD welcomes commitments such as that to provide clean drinking water, sanitation and access to energy for over a billion poor people in the world by 2015. Other significant steps were also made in areas such as the control of chemical substances, the restoration of depleted fish stocks and the right for universal provision of medicines in poor countries. Furthermore, the Kyoto agreement, which will bring about a cut in emissions that cause global warming, will take off, despite the isolationist stance of the US Government which is ignoring it. We also welcome the fact that the final text of the summit highlights the importance of corporate accountability. This promises a new beginning for civil society when faced with multinational corporations that bring about unsustainable and destructive practices."
 
"Alternattiva Demokratika strongly opposes the position taken by nations such as the United States, Japan and the OPEC countries whose intense lobbying together with the oil industry resulted in very limited progress on alternative energy. This is due to the fact that the summit failed to establish clear targets for increased use of solar energy, wind energy and other clean forms of energy," added the Chairperson of AD - The Green Party.

Dr Harry Vassallo added
 
"AD welcomes the decision taken by the leaders of more than 30 government delegations,  which include all 15 EU states, Norway, Iceland, Switzerland, Poland, Hungary, the Czech Republic, Romania and Slovakia, Brazil, Argentina, Uganda, Mexico and other Latin American states, as well as some Caribbean and Pacific islands. These countries have  pledged to go further than the summit declaration and truly increase the share of renewable energy as part of the global energy supply. If Malta truly wants to join the progressive global community in the struggle for clean energy and the survival of populations and species that are threatened by global warming, than it should join these countries and declare and act likewise."

Dr Harry Vassallo concluded
 
"All in all, AD is disappointed that so few targets and timetables for action had reached the final text of the Earth Summit. However this will only strengthen  the determination of the progressive global community to  bring about sustainable development, social justice, guarantee of civil and human rights, gender equality, peace, civil society participation and democracy."
 
In the meantime, Prof. Arnold Cassola, who formed part of the Greens delegation in Johannesburg, noted that the lavish surroundings of Sandton city where the summit was held contrasts totally with the reality of the other Johannesburg, barely 4 kilometres away, which is plagued by exhorbitant levels of unemployment, AIDS victims, lack of basic water, electricity and sanitation facilities.
 
 
Prof Arnold Cassola added,
 
"It is important that the mode of functioning of such summits is overhauled in order to ensure that the real needs of people all over  the world are seen to and that the Summits do not reduce themselves to a battle amongst governments on what words to use in the drafting of the final text".

AD Chairperson calls for action on Ombudsman's declarations
 
Alternattiva Demokratika-The Green Party demands immediate action on the various abuses mentioned by the ombudsman in an interview in the press.
 
In the light of the declarations made by the Ombudsman, AD Chairperson Dr. Harry Vassallo reiterated AD's call for a the appointment of a commission nominated by Malta's three political parties with the aim of reforming Maltese institutions in order to bring about more transparency and accountability .
 
"The declarations made by the Ombudsman makes our call for the appointment of the tripartite commission more urgent.  These declarations merit a strong political response. This Commission should propose the necessary safeguards against abuse of power in the country".
 
These abuses include lack of accountability in government enterprises and foundations, lack of meritocracy in parastatal companies like Airmalta and the AFM.
 
Dr. Harry Vassallo described the comments made by the ombudsman as a "wake up call for structural change in the country's institutions". He added that:
 
"For the past 13 years AD has insisted on accountability and meritocracy in the country. It is intolerable that we still live in a situation where some benefit while others suffer because of their political affiliation".
 
Dr. Vassallo also welcomed the ombudsman's criticism of the way decisions are taken in the Malta Environment and Planning Authority.
 
"The government should embark on a serious reform  of the  Malta Environment and Planning Authority. The ombudsman, like The Green Party and various environmental NGOs has also criticised the way  MEPA has sanctioned illegal development instead of
enforcing enforcement notices"
 
Dr. Vassallo called on parliament to give more importance to reports issued by the Ombudsman.
 
"The institution of the Ombudsman enjoys the trust of civil society because it defends  the rights of the ordinary  Maltese and Gozitan people. AD is disappointed at the manner in which parliament is ignoring the Ombudsman reports.
 
The Green Party's Chairperson insisted that AD will make the real difference in the next election.
 
"AD's presence in parliament will be a guarantee for stability, transparency and meritocracy in the running of the country.   The Nationalist and Labour Parties lack the political will to act on the ombudsman's comments. AD will be a breath of fresh air in parliament to ensure that the ombudsman's words are translated in to political action".

The decision by Siggiewi Local Council to oppose the Verdala Golf Course proposal confirms once again that opposition to this unsustainable project is growing. The Front kontra l-Golf Kors welcomes this important decision by Siggiewi local council, particulalry in the manner in which the council has come out in support of the Verdala farmers whose livelihood is threatened by this project. The Front calls upon Rabat Local Council to follow this example and to show its support to the Verdala farmers.
 
The Front kontra l-Golf Kors is continuing with its campaign in favour of farmers' rights and agricultural land and insists that the Verdala Golf Course project should never be approved by the Malta Environment and Planning Authority (MEPA) board for a number of important reasons. These include:
-the livelihoodof 90 farmers and their families will be threatened;
-prime quality agricultural land the size of Sliema will be destroyed;
-large amounts of a scarce and precious resource such as water will be wasted;
-the typical Mediterranean environment surrounding a prime historic site such as Mdina will be destroyed;
- the project breaks a number of Maltese laws, particularly the Structure Plan and the Church -State agreement on the use of former Church property.

State of the Environment Report - 01/09/2002

Alternattiva Demokratika welcomes the publication of the State of The Environment Report for Malta 2002 as an invaluable tool for the strengthening of public awareness in this key sector. Green Party Chairperson, Dr Harry Vassallo said that public awareness has already driven environmental issues very high up on the country's political agenda. "We welcome the other parties' new interest in this field since we have always believed that effective change can only come when the political will can be found for it." Dr Vassallo said.

"We invite every Maltese and Gozitan to take the time to read this report. It concerns every man, woman and child, every economic activity. It is central to the economic future of the country. It documents He added that the report does not paint the poor quality of life in Malta today and the threats which lie before us." Dr Vassallo said.

a positive picture of the state of our environment. "The major changes between 1998 and 2001 have been institutional changes which promise to give us the tools to address our challenges. Significant groundwork has been achieved but almost nothing substantial has changed and environmental quality has continued to deteriorate with increased health impacts and continued permanent losses of vital environmental assets." Harry Vassallo said. 

He praised the report also for documenting the areas of ignorance. "The lack of scientific knowledge of the impact of TBT used in antifouling paints on ships and yachts is a good example" he said. " The political will to investigate the extent of the present damage  has yet to be found. Public awareness can push politicians to make the investment and to act on the precautionary principle by preventing vast investments which make the situation worse in a permanent manner." Vassallo said.

He added that the report recognises the central and essential role of Non Governmental Organizations active in the field. "The token role given to NGOs in the present institutional setup must change giving them effective responsibility to scrutinise public policy impacting on life quality in Malta." Dr. Vassallo said. He added that such organizations should have an effective role in the Malta Council for Social and Economic Development in line with the conclusions of the SOER.

Dr Vassallo stressed that it was necessary for the report to be given extensive publicity. He invited journalists to participate actively in highlighting the many facets of the report which could not reach the public merely through the announcement of its publication. "As many people as possible need to realise the extent of the tasks facing the institutions involved, the civil society organizations that address them and each and every one of us whose future depends on an early restructuring of the country's priorities." Dr Vassallo said.
